Samosir Regency Brief History




The implementation of Republic of Indonesia Law No. 22/1999 on Regional Government and Law No. 33/1999 on Balance Fund between central and regional government had motivated people in some region to appear the aspiration to create a new autonomy regency/city government. People had a hope that, by realizing a new autonomy regency/city government will have a chance more widely to keep their own region in realizing the increasing of their social welfare.




The forming of Samosir Regency in Sumatera Utara Province with area coverage are the entire of Samosir Island area plus some of area in Sumatera Island were one of Toba Samosir Government’s agenda. Therefore, due to Law No. 22 year of 1999, the preparation of forming Samosir Regency will be done sooner. The proposal of Toba Samosir diffusion in to become 2 regencies based on people power of Samosir and The Regional People’s Representative Council of Toba Samosir’s shuffle were :



1. Toba Samosir Regency (main regency),

consist of 10 the existing subdistricts, they were Balige, Laguboti, Silaen, Habinsaran, Porsea, Lumbanjulu, Uluan, Pintu Pohan Meranti, Ajibata, and Borbor.



2. Samosir Regency (new regency),


consist of 9 the existing subdistricts, they were : Pangururan, Ronggur Nihuta, Sianjur Mula-mula, Simanindo, Nainggolan, Onan Runggu, Palipi, Harian, and Sitio-tio.



The aspiration and argumentation of people that had been confirmed to The Regional People’s Representative Council of Toba Samosir, Government of Toba Samosir, and Government of Sumatera Utara Province, each, had been followed up by some decrees issued, such :



1. Decree of The Regional People’s Representative Council of Toba Samosir No. 4 Year of 2002 on June 20th 2002 on Forming of Samosir Regency.



2. Letter of The Regent of Toba Samosir No. 1101/Pem/2002 on June 24th 2002 addressed to The Governor of Sumatera Utara Province.



3. Letter of The Regent of Toba Samosir No. 135/1187/Pem/2002 on July 3th 2002 addressed to The Governor of Sumatera Utara Province on reporting of the people aspiration of Samosir to form The Samosir Regency.



4. Finally, all of the argumentation, motion from The Regional People’s Representative Council of Toba Samosir and The Regent of Toba Samosir had been accommodated by issuing the Law No. 36/2003 on December 18th 2003 on Forming of Samosir and Serdang Bedagai Regency.



The Forming of Samosir Regency as a new regency definitively, was the first step to start the acceleration of development in Samosir area for reaching the higher prosperous of people of Samosir with the goals were to endways the people freedom in social entity, to give social services closely, to response and also to restruct the Regional Government’s personnel in doing the development acceleration process, so that in the short time it was hoped that Samosir Regency will be in the same level with the other regencies and able to lift up the standard living of people of Samosir Regency, especially, and people of Sumatera Utara, generally.
